Toon-Chat is a virtual camera that transforms the output of your webcam to a cartoon in realtime. You can use the Toon-Chat virtual camera with most available webchat clients, including Skype, MSN Messenger, and Trillian. The free version watermarks the output video with the Toon-FX logo. The commercial version costs $29.98 and does not watermark the results. In addition, Toon-Chat can be setup to read from a video file, rather than your webcam.
